Government proposals to support a move to a low-carbon economy and low carbon living have been set out in the CLG's new consultation policy statement, Planning for a Low Carbon Future in a Changing Climate. Intended to replace existing policy statements on climate change and renewable energy, the draft sets out how planning should contribute to managing climate change and adapting to its impact.
It aims to secure radical cuts in greenhouse gas emissions, drive the delivery of renewable and low carbon energy, ensure new development minimises its vulnerability, and encourage community-led initiatives to reduce energy use. Subject to development feasibility, it makes clear that development should only be permitted where it complies with challenging climate change criteria including, for example, the ability to connect to decentralised energy opportunities.
Nicki Mableson, Associate Director of NLP, commented that “we are pleased to see that the draft PPS adopts a far more sophisticated approach to dealing with climate change in development which, although challenging, recognises that one size doesn’t fit all, and that development viability must remain a consideration within the overarching aim of achieving a low carbon future. NLP will continue to work pro-actively with its clients on climate change issues to achieve well-designed, high quality and sustainable developments.”
The consultation process ends on 1 June 2010.
