The Government has now published the Interim report of the Penfold Review of Non-planning Consents.
The Penfold Review set up to identify whether getting non-planning consents delays or discourages investment and the interim report assesses the impact of non-planning consents from a developer perspective, identifying those viewed as particularly complex or problematic by developers.
The report recommends further work in order to:
  • Simplify consents;
  • Improve the interaction between planning and non-planning consents with some capable of being absorbed into the planning process;
  • Change working practices; and
  • Identify who and how to implement the changes.
NLP Senior Associate Director Andy Groves welcomed the report, commenting “Upfront risk remains a major issue for developers, and while the Penfold Review should be welcomed, the challenge now is to implement the recommendations made in a timely manner which assists the recovery of the UK economy.”
The Review will issue a Final Report in the summer.
