Opponents of Heathrow described this month’s High Court judgment as leaving the Government's aviation policy in 'tatters'. Although perhaps an overstatement, the importance of climate change in planning policy has been reinforced through this decision.
Since the Air Transport White Paper (2003) first mooted a third runway at Heathrow, the Climate Change Act and the Planning Act (both 2008) have brought into effect changes in target emissions and infrastructure planning that should be addressed when major infrastructure proposals are advanced. The ruling recognised an over-reliance on the ATWP in the Government's backing of the third runway, and that the solution should be found through the new infrastructure planning process.
Jane Hirst, NLP’s Director responsible for both Aviation and Climate Change/Sustainability, comments that, “the forthcoming Airports National Policy Statement must now provide the process by which transport, economic, environmental and climate change factors are properly drawn together in aviation planning”.
